After being the victors of the 74th Hunger Games, Katniss and Peeta comes back to their homes in District 12. It is considered to be the poorest district in the nation of Panem. On the day that victors start on a victory tour of the nation, the President - President Snow - visits them unexpectedly and mentioned to Katniss that he is angry with her for bending the rules in the last Hunger Games.
